The limits of Israelite presence
By the twelfth century BCE the principal rival peoples in Palestine were becoming well established in their respective areas. The Canaanites continued to dwell in the northern valleys and plains, the Philistines (with other “sea peoples”?) in the southern coastal plain, and the tribes of Israel in the hill country. The biblical tradition confirms that Israelites were unable to dislodge the Canaanites and Amorites in the lowland areas, for they had “chariots of iron” (Josh 17:18). A list of the areas where the non-Israelites continued to dwell is given in Judges 1 and similar allusions appear here and there in the Book of Joshua (15:63, 17:11–13).
