The Solomonic commissioner's districts
The dichotomy between the Israelites of tribal origin and the urban Canaanites was a social and geographical reality of the united monarchy. The non-Israelites who were subjected to the levy lived mainly in the lowland areas such as the coastal plains and the Valley of Jezreel (a notable exception was Beth-shemesh and Beth-anath in Upper Galilee, Judg 1:32). Solomon’s commissioners were assigned territories in accordance with this reality.
